I am under the impression that my 99 R/T 5spd has stock HP of 150, I am about to install a CAI what kind of HP gains am I looking to get? Has anyone had a 1st Gen DOHC dyno'd? What were the results?

What CAI do you have? I've heard 5-10whp for Iceman intakes, I doubt you will get more than that out of anything else. A good CAI in a Neon is enough for the butt dyno to tell the difference.

CAI's are definitally a must for these cars. It's the cheapest, most benificial mod you can do. I'v got an AEM cold air on mine and I noticed a decent increase in the higher-end power right away. You can really feel/hear it kick in like above 3K. Iceman's are nice too. Whatever you do, just make sure to get it as far away from the engine and exhaust manifold as possible. If not, you might as well call it a "warm air intake." I'v got mine going down in front of the battery tray. It's completely out of the engine bay. Makes it a lot better and it gets cooler air down there. As far as HP gains, AEM claims 10-15 overall HP, but realistically I'd say 5-10. It's worth it though. Really helps performance and gives it that nice growl too :)
