Does the 99 R/T have the same suspension that the ACR car has?

No. The '97-'99 ACR has Koni struts adjustable for rebound, R/Ts have a non-adjustable strut that provides more dampening than what is used on highlines but not as still as the Konis. ACRs also have thicker 10mm front hubs opposed to the 8mm hubs used on all other 1st gen Neons.
